Some borrowers have just plain given up on the process due to all the hoops they have to jump through and still not get anything meaningful done. And all the well-meaning government programs introduced so far have produced at best mixed results.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;A major mortgage provider, Wells Fargo, is doing something different now.&lt;/strong&gt; It is taking the lead in home loan mods by taking in the so called Pick-A-Pay mortgages, an option ARM product it inherited with the recent Wachovia purchase, from distressed borrowers and replacing them with interest-only paper with due dates possibly as far down the road as 6 to 10 years.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;The plan also includes the much sought-after mortgage principal reduction that every home owner who is underwater can appreciate.&lt;/strong&gt; According to Wells Fargo its modifications to date have resulted in about $2 billion worth of balance cutbacks, averaging roughly $46,000 per loan. From what it looks like is that the bank is offering to reduce the underwater portion by about half. Let's say a home has a loan balance of $400,000 and is now worth only $200,000, Wells Fargo would propose a new interest-only mortgage amount at $300,000.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Las Vegas valley - including &lt;a href=&quot;http://online.wsj.com/article/SB125728972492326499.html&quot; title=&quot;Home loan modifications turn creative - Las Vegas mortgage borrowers could benefit&quot; target=&quot;_blank&quot;&gt;Summerlin&lt;/a&gt;, Henderson, Southern Highlands, Anthem, Mountains Edge and Green Valley - home owners who are currently on Wells Fargo mortgages could benefit from this.&lt;/strong&gt; It's predictable that it is mainly targeting the most-ravaged real estate markets where being underwater is very common. Las Vegas certainly qualifies here. This could also inspire other mortgage lenders to come up with similar modification programs.&lt;/p&gt;
&lt;p&gt;People are increasingly walking strategically away from their home loans which has obviously influenced Wells Fargo's decision makers. It clearly makes decent sense to give up half of the negative equity than the whole thing when a foreclosure sale is the other option. Every home owner isn't going to buy into this plan because it can still leave them on the hook for years to come. Most-affected Las Vegas residents, for instance, are likely looking at years in double digits before their home values recover to match their mortgage balances, provided the economy here gets back on its feet soon.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;The healing of the housing market, in Las Vegas and nationwide, will come.&lt;/strong&gt; Although it could be painfully slow. Wells Fargo is evidently betting that it is doing that within ten years and it could be right. Remember, on mortgage backed securities (MBSs), as the price goes up, the yield comes down - and &lt;strong&gt;mortgage interest rates&lt;/strong&gt; come down with it. I expect that &lt;strong&gt;mortgage interest rates&lt;/strong&gt; will be about the same in price this morning as compared to yesterday.&lt;/p&gt;

&lt;p&gt;Economic Reports, News, and Events Affecting &lt;strong&gt;Mortgage Interest Rates&lt;/strong&gt; Today:&lt;/p&gt;

&lt;li&gt;3rd Quarter Productivity Reading - there was a 9.5% increase in productivity in the 3&lt;sup&gt;rd&lt;/sup&gt; quarter, up from 6.6% increase in the previous quarter, and is much stronger than expected. Analysts expected to see a 6.3% increase. There was a 5.2% decline in labor costs, much more than the 3.9% decline that was expected, and follows a 5.9% decline in the previous quarter. Productivity measures the growth of labor efficiency in producing non-farm goods and services. Unit labor costs reflect the labor costs of producing each unit of output. A larger increase in productivity without an increase in labor costs is considered good news for the &lt;strong&gt;mortgage market&lt;/strong&gt; because higher levels of productivity without an increase in labor costs allows the economy to expand without concerns of inflation. However, this date appears to have had no impact on &lt;strong&gt;mortgage interest rates&lt;/strong&gt; this morning.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Jobless Claims - the Labor Dept. reported that 512,000 new claims for unemployment were filed last week, down 18,000 from the previous week, and the lowest since January of this year. Analysts predicted that 523,000 new claims would have been filed. &lt;br /&gt;&lt;br /&gt;The four-week average fell by 3,000 to 523,750, and continuing claims fell by 68,000 to 5.886 million. However, continuing claims fell largely due to the expiration of unemployment benefits. With a decreasing trend in the filing of new claims for unemployment, this suggests that the labor market is improving. However, this data is usually not considered to be very important to the &lt;strong&gt;mortgage market&lt;/strong&gt;. &lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Fed's MBS Purchase Program - The results of this week's purchases of mortgage backed securities by the Feds will be released in the afternoon. As of last Thursday, the Feds have purchased over $977 billion in mortgage backed securities this year. The Feds plan on purchasing up to $1.25 trillion in mortgage backed securities through March 31st.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;In other news, the Federal Open Market Committee (FOMC) adjourned yesterday with no change in the short-term interest rate (or federal funds rate). The Fed stated that &quot;economic conditions are likely to warrant exceptionally low levels of the federal funds rate for an extended period.&quot;&lt;/p&gt;
&lt;p&gt;The Treasury Dept. announced that $40 billion in 3-Year Notes, $25 billion 10-Year Notes, and $16 billion in 30-Year Bonds will be auctioned next week.&lt;strong&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;What's Happening With &lt;strong&gt;Mortgage Interest Rates &lt;/strong&gt;Today:&lt;/p&gt;
&lt;p&gt;Moderate to High Volatility. Overall, the single most important day this week will be Friday with the release of the Employment Situation Report. Activity in the stock markets will continue to be volatile which in will have an impact on trading of mortgage backed securities. If you have not yet locked in your &lt;strong&gt;mortgage interest rate&lt;/strong&gt;, please proceed with caution and maintain contact with your mortgage professional.&lt;/p&gt;

&lt;p&gt;In other news, the Federal Open Market Committee (FOMC) will adjourn early this afternoon. The FOMC is the policy-making arm of the Federal Reserve, and determines what the short-term interest rate (or federal funds rate) should be. The Fed announces whether it will change the fed funds target rate at the end of each FOMC meeting. &lt;br /&gt;&lt;br /&gt;It's expected the Feds will leave interest rates unchanged. However, traders will be looking at the post-meeting statement for any indication of when the Fed may make a move. The meeting will adjourn at 2:15 PM ET today, so look for any market reaction to the statement to come during afternoon hours.&lt;/p&gt;
&lt;p&gt;There is an expectation that the Fed may alter its policy statement to take away any perception that the Fed will keep interest rates low for a &quot;considerable&quot; period by removing the word &quot;considerable.&quot; That will allow the Fed to have more flexibility in determining short-term interest rates the future. That could have a negative impact on the &lt;strong&gt;mortgage market&lt;/strong&gt; and may lead to higher &lt;strong&gt;mortgage interest rates&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;What's Happening With &lt;strong&gt;Mortgage Interest Rates &lt;/strong&gt;Today:&lt;/p&gt;
&lt;p&gt;Moderate to High Volatility. Overall, the single most important day this week will be Friday with the release of the Employment Situation Report. In addition to the FOMC press release this afternoon, I believe activity in the stock markets will be volatile which in will have an impact on trading of mortgage backed securities. Much less understand how the utter devastation is possible. But that is the cold reality every homeowner is faced with today.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Southern Nevada - with communities like Las Vegas, Summerlin, Henderson, Southern Highlands, Anthem, Green Valley and Mountains Edge - has absorbed some of the most severe blows of them all to its real estate prices.&lt;/strong&gt; In the same boat are at least Arizona, California and Florida. Industry observers are talking about values often dipping below replacement cost. With that type of&amp;nbsp;erosion comes another grim problem; dragging scores of mortgage borrowers underwater on their homes.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Many Las Vegas homeowners are increasingly thinking of walking away from the obligation.&lt;/strong&gt; The more they are upside down, or underwater, the more likely it is that they'll do just that. It's hard to consider moral responsibility that much any more when in-the-red numbers are typed in six figures.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;What's noteworthy is that the well-off are now more liable to execute a strategic walkaway from a mortgage than others.&lt;/strong&gt; Experian, the credit firm, and Oliver Wyman, a management consulting shop, have conducted a study on this and it proves the intriguing&amp;nbsp;trend. The reasons of course are many, although the availability of money is not one of them.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Perhaps some of these mortgage borrowers feel that Wall Street operators are largely responsible for the real estate fiasco and their own current troubles and this is payback time.&lt;/strong&gt; Wall Street banks and investment firms created the subprime home loan products, packaged a multitude of loans into complicated mortgage-backed securities for sale to investors and colluded with bond rating agencies to hype the bonds' potential. Many of them are now surviving on taxpayer largesse, but are still reluctant to help&amp;nbsp;homeowners in distress.&lt;/p&gt;
&lt;p&gt;Also, these people probably have the confidence in their ability to recover in a reasonable time frame from any damage to their credit. They often have a decent knowledge base of how credit works. They are fairly secure in their employment even in this down economy and in case a job loss is inevitable have predictably put away a sizable safety fund to draw from for months.&lt;/p&gt;

&lt;p&gt;In other news, the Federal Open Market Committee (FOMC) begins its two day meeting today. The FOMC is the policy-making arm of the Federal Reserve, and determines what the short-term interest rate (or federal funds rate) should be. The Fed announces whether it will change the fed funds target rate at the end of each FOMC meeting. &lt;br /&gt;&lt;br /&gt;It's expected the Feds will leave interest rates unchanged. However, traders will be looking at the post-meeting statement for any indication of when the Fed may make a move. The meeting will adjourn at 2:15 PM ET tomorrow, so look for any market reaction to the statement to come during afternoon hours. &lt;br /&gt;&lt;br /&gt;There is an expectation that the Fed may alter its policy statement to take away any perception that the Fed will keep interest rates low for a &quot;considerable&quot; period by removing the word &quot;considerable.&quot; That will allow the Fed to have more flexibility in determining short-term interest rates the future. That could have a negative impact on the &lt;strong&gt;mortgage market&lt;/strong&gt; and may lead to higher &lt;strong&gt;mortgage interest rates&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;What's Happening With &lt;strong&gt;Mortgage Interest Rates &lt;/strong&gt;Today:&lt;/p&gt;
&lt;p&gt;Moderate to High Volatility. Overall, the single most important day is Friday with the release of the Employment Situation Report. In addition to the economic reports and the FOMC meeting, I believe activity in the stock markets will be volatile which in will have an impact on trading of mortgage backed securities. &lt;li&gt;Institute for Supply Management for October - the index increased more than 3 points from 52.6 in September to 55.7 for October. Analysts were expecting a reading of 53.0. This index measures manufacturer sentiment, on employment, production, new orders, supplier deliveries, and inventories. A reading above 50.0 indicates an expanding factory sector. This indicates that more manufacturers are reporting they are expanding rather than contracting. However, this report had no impact on the &lt;strong&gt;mortgage market&lt;/strong&gt; or &lt;strong&gt;mortgage interest rates&lt;/strong&gt; this morning.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;In other news, construction spending&lt;strong&gt; &lt;/strong&gt;jumped 0.8% in September, much more than the 0.2% decline that was expected, and follows a 0.8% increase in August. The spending increase was led by a 3.8% surge in private residential outlays. However, private nonresidential spending fell 1.8%.&lt;/p&gt;
&lt;p&gt;The&lt;strong&gt; &lt;/strong&gt;pending home sales index rose 6.1% in September to its highest level in almost three years. According to the National Association of Realtors (NAR), &quot;The Pending Home Sales Index, a forward-looking indicator based on contracts signed in September,&lt;strong&gt; &lt;/strong&gt;rose 6.1 percent to 110.1 from a reading of 103.8 in August, and is 21.2 percent higher than September 2008 when it stood at 90.9. The gain from a year ago is the largest annual increase on record, and the index is at the highest level since December 2006 when it was 112.8.&quot;&lt;/p&gt;
&lt;p&gt;According to Lawrence Yun, the chief economist at NAR, the momentum is understandable. &quot;What we're witnessing is a rush of first-time buyers trying to beat the expiration of the tax credit at the end of this month,&quot; he said. &quot;Home values will stabilize sooner rather than over-correcting.       <title>The Mortgage Market Watch for the Week of November 2, 2009</title>

&lt;p&gt;Events Affecting the &lt;strong&gt;Mortgage Market&lt;/strong&gt; This Week:&lt;/p&gt;
&lt;p&gt;The Federal Open Market Committee (FOMC) meets for two days that begins on Tuesday and adjourns early Wednesday afternoon. The FOMC is the policy-making arm of the Federal Reserve, and determines what the short-term interest rate (or federal funds rate) should be. The Fed announces whether it will change the fed funds target rate at the end of each FOMC meeting. &lt;br /&gt;&lt;br /&gt;It's expected the Feds will leave interest rates unchanged. However, traders will be looking at the post-meeting statement for any indication of when the Fed may make a move. The meeting will adjourn at 2:15 PM ET Wednesday, so look for any market reaction to the statement to come during afternoon hours. &lt;br /&gt;&lt;br /&gt;There is an expectation that the Fed may alter its policy statement to take away any perception that the Fed will keep interest rates low for a &quot;considerable&quot; period by removing the word &quot;considerable.&quot; That will allow the Fed to have more flexibility in determining short-term interest rates the future. That could have a negative impact on the &lt;strong&gt;mortgage market&lt;/strong&gt; and may lead to higher &lt;strong&gt;mortgage interest rates&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;Economic Reports to be Released This Week:&lt;/p&gt;
&lt;p&gt;There are four economic reports scheduled for release this week. In addition, the Federal Open Market Committee (FOMC) will be meeting this week.&lt;/p&gt;
&lt;p&gt;Monday, November 2nd:&lt;/p&gt;
&lt;ul type=&quot;disc&quot;&gt;
&lt;li&gt;Institute for Supply Management - this index measures manufacturer sentiment, on employment, production, new orders, supplier deliveries, and inventories. A reading above 50.0 indicates an expanding factory sector. The ISM index is expected show a reading of 53.0. This indicates that more manufacturers are reporting they are expanding rather than contracting. A smaller than expected reading most likely will lead to lower &lt;strong&gt;mortgage interest rates&lt;/strong&gt;.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;Tuesday, November 3rd:&lt;/p&gt;
&lt;ul type=&quot;disc&quot;&gt;
&lt;li&gt;Factory Orders Report for September - this report is similar to the Durable Goods Orders released last week, except it includes orders for both durable and non-durable goods. It is expected to show 1.0% increase in new. A smaller than expected reading most likely will lead to lower mortgage interest rates while a larger than expected reading could lead to higher &lt;strong&gt;mortgage interest rates&lt;/strong&gt;.&lt;/li&gt;

&lt;p&gt;Wednesday, November 4th:&lt;/p&gt;

&lt;p&gt;Thursday, November 5th:&lt;/p&gt;

&lt;li&gt;3rd Quarter Productivity Reading - productivity measures the growth of labor efficiency in producing non-farm goods and services. Unit labor costs reflect the labor costs of producing each unit of output. The productivity index is expected to show a 6.3% increase while unit labor costs is expected to show a 3.9% decline. A larger increase in productivity without an increase in labor costs would be good news for the &lt;strong&gt;mortgage market&lt;/strong&gt; because higher levels of productivity without an increase in labor costs allows the economy to expand without concerns of inflation.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Jobless Claims - New claims for unemployment are tabulated each week to show the number of individuals who filed for unemployment insurance for the first time. Analysts are predicting that 523,000 new claims for unemployment will have been filed last week. With a decreasing trend in the filing of new claims for unemployment, this suggests that the labor market is improving. However, this data is usually not considered to be very important to the &lt;strong&gt;mortgage market&lt;/strong&gt;. &lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Fed's MBS Purchase Program - The results of this week's purchases of mortgage backed securities by the Feds will be released in the afternoon. As of last Thursday, the Feds have purchased over $977 billion in mortgage backed securities this year. The Feds plan on purchasing up to $1.25 trillion in mortgage backed securities through March 31st.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;Friday, November 6th:&lt;/p&gt;
&lt;ul type=&quot;disc&quot;&gt;
&lt;li&gt;Employment Situation Report - posted by the Labor Department, this report provides the unemployment rate, the number of jobs added or lost during the month, and average hourly earnings. While job losses are expected to be less than in the past year, analysts are expecting to see a loss of approximately 175,000 jobs, a 0.1% rise in unemployment rate to 9.9%, and a 0.1% increase in average hourly earnings. Weaker than expected readings would be good news for the &lt;strong&gt;mortgage market&lt;/strong&gt; and lower &lt;strong&gt;mortgage interest rates&lt;/strong&gt;.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;How do Economic Data Releases Affect &lt;strong&gt;Mortgage Interest Rates&lt;/strong&gt;?&lt;/p&gt;
&lt;p&gt;One of the most important things for you to know when deciding when to lock in the &lt;strong&gt;interest rate on your mortgage&lt;/strong&gt;&lt;strong&gt; &lt;/strong&gt;is knowing what economic data is going to be released - and when - and how it may impact the &lt;strong&gt;mortgage market&lt;/strong&gt; and &lt;strong&gt;mortgage interest rates&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;While an in depth review of an economic event can help you make an informed decision, understanding the nuances of a release can't help you if you don't know when it's happening. Economic data releases are important because they provide a snapshot of what's happening in the economy. They also provide a foreshadowing of any upcoming market volatility. &lt;li&gt;Personal Income and Outlays Report for September - as expected, there was no change in income, and there was a 0.5% decline in consumer spending in September. This follows a 0.2% rise in personal income and a 1.3% rise in consumer spending in August. While year-to-year income is up 1.5%, it's the lowest increase on record. Meanwhile, real consumer spending declined 0.6% in September after a 1.0% rise in August. &lt;br /&gt;&lt;br /&gt;This index is watched closely because consumer spending makes up two-thirds of the U.S. economy. This data gives us an indication of the consumer's ability to spend and as well as their current spending habits. A rising income indicates that consumers have more money to spend and makes economic growth more of a possibility. While the index came in as expected, consumer spending fell. This could mean a weak retail spending this holiday season. That led to an increase in prices of mortgage backed securities rose which led to a decrease in &lt;strong&gt;mortgage interest rates&lt;/strong&gt; this morning. &lt;br /&gt;&lt;br /&gt;&lt;em&gt;&lt;/em&gt;&lt;/li&gt;
&lt;li&gt;3rd Quarter Employment Cost Index (ECI) - there was a 0.4% rise in employment costs last month - the same as the previous month - and is slightly less than the 0.5% increase that was expected. This index tracks employer costs for salaries and benefits. This report had no impact on the mortgage market or &lt;strong&gt;mortgage interest rates&lt;/strong&gt; this morning. &lt;/li&gt;

&lt;li&gt;Update to University of Michigan's Index of Consumer Sentiment - the consumer confidence reading rose to 70.6, a little more than the 70.0 reading that was expected, and follows a 69.4 reading the previous month. This suggests that consumer confidence is holding fairly steady. This index is moderately important because consumer sentiment is directly related to the strength of consumer spending. This report had little impact on the &lt;strong&gt;mortgage market&lt;/strong&gt; this morning.&lt;/li&gt;

&lt;p&gt;In other news, the appropriations committees in both the House and Senate are proposing to extend the temporary conforming jumbo loans limits through 2010. The appropriations bill still face votes a full vote in both the House and Senate.&lt;/p&gt;
&lt;p&gt;Also on tap is the extension and expansion of the homebuyer tax credit. The latest version would extend the $8,000 first-time homebuyer tax credit to home sales that go under contract by April 30 and close by June 30, 2010. A new $6,500 tax credit would be available for other home buyers who have owned a home during five of the eight previous years. Additionally, the annual income limit to qualify for the tax credit would be $125,000 if you're single and $250,000 for couples. The first-time homebuyer tax credit bill also still face votes a full vote in both the House and Senate.&lt;/p&gt;
&lt;p&gt;There are a number of economic reports scheduled for release next week including the monthly employment situation report on Friday. The Federal Open Market Committee (FOMC) will also meet again next week. Look for more details on next week's events on Monday.&lt;/p&gt;

Many housing observers warmed up their fingers over keyboards and wrote all these tearful obituaries, believing it would be gone for good. But guess what? It's now back.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;This much-criticized mortgage segment has adopted a new backer, however.&lt;/strong&gt; Subprime used to be pretty much exclusively conventional lenders' territory, until the recent thermonuclear event. With their exit a new player emerged to fill the void, Ginnie Mae, a wholly-owned government corporation created within HUD. Ginnie Mae is another adorable name in the mortgage arena, besides Fannie Mae and Freddie Mac. &amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Ginnie Mae operates a little differently from its above-mentioned and better-known sister agencies.&lt;/strong&gt; It guarantees investors timely payment of interest and principal on MBS, or mortgage-backed securities, supported by federally insured loans, meaning FHA, and federally guaranteed loans, in this case VA. The majority of its guarantees go to these two organizations. Ginnie Mae is not in the business of buying or selling loans or issuing MBS.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;According to the Federal Reserve Bank of San Francisco, FHA mortgage lending has skyrocketed in the last several months, achieved with the Ginnie Mae's guarantees.&lt;/strong&gt; In 2006 subprime paper accounted for about 20% of all home loans. Then its market share plunged to near zero and now it is climbing back up again. San Francisco Fed asserts that today mortgage borrowers nationwide with FICO scores under 660 command slightly over 20% of the market. In short, it's back to where it was only three years ago. That raises some eyebrows. And rightfully so.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;FHA has flirted with trouble lately as mortgage loan losses are mounting.&lt;/strong&gt; Sinking property values have a lot to do with this, as are the lenient underwriting guidelines FHA uses, in other words subprime lending, and the generally weak economy. As of right now it looks as if it doesn't need a government bailout, feared by many. If home prices stabilize soon across the board, it'll be safe. &amp;nbsp;&lt;/p&gt;

&lt;li&gt;Preliminary Reading of the 3rd Quarter Gross Domestic Product (GDP) - there was a 3.5% increase in the 3rd Quarter GDP - more than expected. Analysts expected a 3.0% increase in the GDP. This is the first expansion in the economy in more than a year, but it was fueled mostly by the &quot;Cash for Clunkers&quot; program and the first-time homebuyers tax credit. The GDP is considered to be the benchmark measurement of economic growth because it is the sum of all goods and services produced in the U.S. The report had a major impact on the financial and &lt;strong&gt;mortgage markets&lt;/strong&gt; this morning. The price of the FNMA 4.5% coupon fell sharply by 29/32 to 100.24 this morning, but quickly recovered to 101.00. &lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Jobless Claims -530,000 new claims for unemployment were filed last week, 5,000 more than expected, and only 1,000 less than the new claims filed the previous week. The 4-week average fell for the 8th straight week to 526,250, the lowest since January of this year. Meanwhile, continuing claims for unemployment dropped sharply by 148,000 to 5.8 million. The overall decreasing trend in the filing of new claims for unemployment suggests that companies are laying off fewer workers. However, the large number of people who are still unemployed suggests people are having a hard time finding new jobs. This data is usually not considered to be very important to the &lt;strong&gt;mortgage market&lt;/strong&gt;. &lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Fed's MBS Purchase Program - The results of this week's purchases of mortgage backed securities by the Feds will be released in the afternoon. As of last Thursday, the Feds have purchased over $959 billion in mortgage backed securities this year. The Feds plan on purchasing up to $1.25 trillion in mortgage backed securities through March 31st.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;In other news, $31 billion in 7-Year Notes are scheduled for auction today. If the auction is met with a strong demand, prices of mortgage backed securities may rise during afternoon trading which may in turn lead to lower mortgage interest rates. But a lackluster demand may cause investors to sell mortgage backed securities which in turn may lead to higher mortgage interest rates. There was a high demand in the auction of $41 billion in 5-Year Notes yesterday.&lt;/p&gt;

This report had little or no impact &lt;strong&gt;mortgage interest rates&lt;/strong&gt; this morning.&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;New Home Sales Report for September - sales of new homes fell 3.6% last month to an annualized rate of 402,000, and is down from annualized rate of 429,000 new home sales the previous month. Analysts expected the report to show an increase to an annualized rate of 440,000. The decline sent the stock market lower and added to yesterday's the rally in the mortgage market. This report led to slightly lower &lt;strong&gt;mortgage interest rates&lt;/strong&gt; this morning.&lt;/li&gt;

&lt;li&gt;Consumer Confidence Index (CCI) for October - the index revealed a reading of 47.7 - much less than the 54.0 reading that was expected - and is a significant decrease from last month's reading of 53.1. The decline in consumer confidence is over concerns that the job market will get worse. This index is watched closely because consumer spending makes up two-thirds of the U.S. economy. Generally, retail sales follow consumer confidence. The lower the index reading, the less likely consumers are likely to make large purchases in the near future. Because the index reading came in lower than expected, we will likely see lower &lt;strong&gt;mortgage interest rates&lt;/strong&gt; this morning.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;In other news, $44 billion in 2-Year Notes are scheduled for auction today. If the auction is met with a strong demand, prices of mortgage backed securities may rise during afternoon trading which may in turn lead to lower mortgage interest rates. But a lackluster demand may cause investors to sell mortgage backed securities which in turn may lead to higher mortgage interest rates.&lt;/p&gt;
&lt;p&gt;The S&amp;P/Case-Shiller Home Price Index released today revealed an increase in home prices for the 4th consecutive month. The Case-Shiller Composite 10 index rose 1.3% in August to 157.93 while the Composite 20 rose 1.2% to 146.00. The S&amp;P/Case-Shiller Home Price Index tracks monthly changes in the value of residential real estate in 20 metropolitan regions across the U.S.&lt;/p&gt;

&lt;p&gt;Events Affecting the &lt;strong&gt;Mortgage Market&lt;/strong&gt; This Week:&lt;/p&gt;
&lt;p&gt;There are Treasury Note auctions scheduled for every day this week except Friday. However, the two Note auctions that are most likely to influence &lt;strong&gt;mortgage interest rates&lt;/strong&gt; are the 5-Year Note auction on Wednesday and the 7-Year Note auction on Thursday. If these auctions are met with a strong demand, prices of mortgage backed securities may rise during afternoon trading on Wednesday and Thursday which in turn will lead to lower mortgage interest rates. But a lackluster demand may cause investors to sell mortgage backed securities which in turn will lead to higher mortgage interest rates. A week ago, the Treasury sold only $12 billion worth of 30-Year bonds. That auction didn't meet market expectations and caused a large increase in &lt;strong&gt;mortgage interest rates&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;There are a number of quarterly earnings reports scheduled for release again this week that could affect the stock markets. If the earnings reports are good or better than expected, then you can expect traders to sell bonds and mortgage backed securities and move those funds into stocks. If, on the other hands, earnings reports are worse than expected, then you can expect traders to sell stocks and move those funds into bonds as a safe-haven.&lt;/p&gt;
&lt;p&gt;Economic Reports to be Released This Week:&lt;/p&gt;
&lt;p&gt;There are seven economic reports scheduled for release this week that could have an impact on the &lt;strong&gt;mortgage market&lt;/strong&gt;, so expect a volatile week for &lt;strong&gt;mortgage interest rates&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;Monday, October 26th:&lt;/p&gt;

This index gives us a measurement of consumer willingness to spend. It's expected to show a reading of 54.0, an increase from last month's reading of 53.1. Generally, retail sales follow consumer confidence. The higher the index reading, the more likely consumers are likely to make large purchases in the near future. If the index reading comes in higher than expected, we will likely see higher &lt;strong&gt;mortgage interest rates&lt;/strong&gt; as prices of mortgage backed securities fall.&lt;/li&gt;

&lt;p&gt;Wednesday, October 28th:&lt;/p&gt;

&lt;li&gt;Durable Goods Orders for September - posted by the Commerce Department, this report tracks orders at U.S. factories for big-ticket items which in turn gives us a measurement of manufacturing sector strength. Analysts are forecasting a 1.5% increase in new orders. If we see a larger than expected increase in orders, we will likely see higher &lt;strong&gt;mortgage interest rates&lt;/strong&gt; as prices of mortgage backed securities fall. &lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;New Home Sales Report for September - this report is expected to show an increase in sales of new homes to an annualized rate of 440,000, up from 429,000 the previous month. However, this report usually has little or no impact on &lt;strong&gt;mortgage interest rates&lt;/strong&gt;.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;Thursday, October 29th:&lt;/p&gt;

&lt;li&gt;Preliminary Reading of the 3rd Quarter Gross Domestic Product (GDP) - the GDP is considered to be the benchmark measurement of economic growth because it is the sum of all goods and services produced in the U.S. As such, the report is likely to have a major impact on the financial and &lt;strong&gt;mortgage markets&lt;/strong&gt;. Analysts predict the report will show a 3.0% increase in the GDP, much higher than the 0.7% decrease the following month. A larger than expected increase in the GDP most likely will lead to higher &lt;strong&gt;mortgage interest rates&lt;/strong&gt; as prices of mortgage backed securities fall. &lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Jobless Claims - New claims for unemployment are tabulated each week to show the number of individuals who filed for unemployment insurance for the first time. Analysts are predicting that 525,000 new claims for unemployment will have been filed last week. With a decreasing trend in the filing of new claims for unemployment, this suggests that the labor market is improving. However, this data is usually not considered to be very important to the &lt;strong&gt;mortgage market&lt;/strong&gt;. &lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Fed's MBS Purchase Program - The results of this week's purchases of mortgage backed securities by the Feds will be released in the afternoon. As of last Thursday, the Feds have purchased over $959 billion in mortgage backed securities this year. The Feds plan on purchasing up to $1.25 trillion in mortgage backed securities through March 31st.&lt;/li&gt;

&lt;li&gt;Update to University of Michigan's Index of Consumer Sentiment - analysts expect the index to rise slightly to 70.0, up this month's preliminary reading of 69.4. The inventory of existing home for sale fell to 7.8 months, down from 9.3 months the previous month. However, prices of homes continue to fall. Prices are down 1.4% in September, and are down at an annualized rate of 8.5%. This report gives us an indication of housing sector strength and mortgage credit demand by tracking home resales. However, this report usually doesn't have much of an impact on the &lt;strong&gt;mortgage market&lt;/strong&gt;.&lt;/li&gt;
